Due to increased train weights in express train traffic, the most influential designer for Austrian steam locomotive construction, Ing. hc Karl Gölsdorf from 1906 a new express train locomotive with the wheel arrangement 1'C2'. This "reversed" axis arrangement compared to the Pacific design, which is popular in many countries, made it possible to accommodate a large standing boiler with a wide grate. In spite of the low Austrian axle load limit of only 14.5 t, together with the massive four-cylinder compound engine, a highly efficient machine could be created, which is considered by many railway enthusiasts to be the most beautiful steam locomotive in Austria.
The first 11 machines were still delivered in wet steam design, the other 90 units of this type were put into service as superheated steam locomotives of the 310 series and used by the kkStB mainly on the northern, Franz-Josefs and western railways between Vienna and Salzburg in high-quality passenger train service deployed.
The "Russian shiny sheet metal", called "blue sheet metal" for short, was an alternative to primed and painted sheet metal in the early railway eras, but it was also an aesthetic element. It was used only around areas of high heat dissipation, such as the boiler and cylinder liners.
Black-and-white photos suggest that class 310 locomotives also had “Blue Sheet” cladding. Colored images also support this assumption. The black-painted smoke chamber cladding sets a special accent in the color design. The appearance of this unusually designed locomotive is therefore very successful.
